Tropical Development in the Gulf?

The orange area is a region the National Hurricane Center is monitoring for possible development. 

Right now, heavy rain is forecast for the region. Here is the forecast rain for the next five days.
For the most part, the rain will be welcome as 60-day rainfalls are below normal.

  1. That seems odd... is there a history of storms forming so close - I guess I was always under the assumption that they started off the coast of Africa.
